Officials: Development in Elk Grove is 'exciting time'


ELK GROVE, Calif. (KCRA) —

The scheduled opening of a Costco on Elk Grove Boulevard is being called the city’s first significant retail development in the last 10 years.

There are also several other development projects underway across the city.

Nearly two blocks away from Costco, along Civic Center Drive, crews were working on a new city civic center.

“It’s the aquatics facility, it’s the community center building," said Christopher Jordan, Elk Grove director of strategic planning and innovation. "Long term: it’s a new library for the community, a performing arts center, it’s a large park facility.”

Just down the road, on the southwest corner of Laguna Springs Drive and Civic Center Drive, construction is expected to begin in 60 days on a senior living development.

Olympia, Washington-based Koelsch Communities is making a $71 million investment on the 11-acre lot.

“We’re really proud and honored to be able to be in Elk Grove,” developer Aaron Koelsch said.

The family-run organization plans to build several facilities on the lot, including a 70-bed memory-care community, a 135-apartment independent-living community, and 16 independent living cottage duplexes.

“Because the economic activity is so robust, that’s actually very encouraging," Koelsch said. "It’s not the deciding factor, but it is very encouraging to see so much investments either by the city in the community center or by private groups.”

There are also plans for a new city animal shelter near Union Park and Iron Rock Ways. It’s scheduled to open next summer.

“It’s an exciting time,” Jordan said. “We’re a city under construction.”

The new development has some Elk Grove residents concerned about how the new business will affect traffic

“Certainly, as new development happens, it’s going to bring more cars onto those roadways -- and we need to manage that,” Jordan said.

While the city calls the development boom exciting, the plot of land off Highway 99 and Kammerer Road that was supposed to an outlet mall sits empty. It has been vacant for several years with no new development in sight. Possible plans once included a casino.

“At this point, we’ve done everything we can as a city to get them over the bureaucratic hurdles and into construction,” Jordan said.

He explained it's up to the Howard Hughes Corp. to develop the space.

The city is also working on a revised general plan. That document lays out the city’s vision for development. It was last updated 15 years ago.
